Do we need both iOS and Android? Usually yes for a customer app, and cross-platform is how that stays affordable. For an internal tool it is sometimes worth starting with only the platform your staff actually carry.

Who owns the app and the store listings? You do, including the developer accounts. We register or publish under your name so you never have to ask us for access to your own product.
